Train strike: Claus Weselsky are after – SPIEGEL ONLINE

Little Time? At the end of the text there’s a summary.

Some of the “size train Radicals” call him, others praise its backbone: Claus Weselsky polarizes the Republic because he was adamant in the collective fight by train for months. Accordingly great was the surprise when the head of the train drivers’ union GDL in the early hours but suddenly moved on Thursday. The longest rail strike, which the Republic should each bear, ended prematurely; by 19 clock the train drivers will compete again for service. Weselsky will sit down again at the negotiating table, flanked by two arbitrators, as it has called for the track repeatedly. From 27 May to 17 June, the peace obligation will apply, more rail strikes must not give in this time.

One wonders: What does Germany’s powerful strike Boss suddenly moved to back down?

Weselsky says: The train had finally accepted that “the collective agreements of other unions for the adoption of an arbitration award or the conclusion of a collective agreement do not matter”. A separate collective agreement – which has always been the core demand of the GDL, since it competes with another, much larger railway union, the EDC to members.

The GDL would for certain occupational groups prefer higher conclude collective agreements as the ECG. This should mean that employees from these groups go to the GDL. The railway is concerned for industrial peace and rejected those two-class treatments so far from rigorous.

If the group so caved in? Did he, as it says Weselsky, “the pressure in the ninth labor dispute” yielded? ?

break or déjà vu

The web says: no. The GDL and ECG could indeed gladly negotiate independently with the Group Works Council; but in the end they should pray tell among themselves on common tariffs for a professional group. It can not be but that the wage of a course suddenly depends in what union he argues the train. And in this position, nothing has changed. “We go into this mediation as we have previously heard,” says Bahn personnel chief Ulrich Weber

The breakthrough, the Weselsky announced on Thursday, So none. The state of negotiations is the same in this respect, to which railway and GDL had agreed shortly before Christmas (and even then Weselsky called breakthrough).

Moves has only one other point something. The salary structures of well 3100 Lokrangierführern could be adapted to the salary structures of more than 20,000 train drivers; the GDL could thus soon Lokrangierführer organized in the competition union ECG poach. The influence of the GDL could grow.

Weselsky has thus achieved something. And yet: Its core demand – fully independent collective agreements – he could not prevail as before. Here this has always been considered essential. So why a settlement of GDL boss now has yet agreed?

Time and suffering as scab

A role should public pressure played: threatened to strike on Pentecost GDL to squander a lot of sympathy. Even the Chancellor is said to have recently used unofficially for an end to the strikes. In freight transport, more and more employees during the previous strikes had called in sick, because they did not support longer among other Weselskys confrontational. However,

The main reason for Weselskys relent might be pressed for time: On Friday, the Bundestag will approve the so-called law for the bargaining unit. This means: If a professional group is represented in a company of several trade unions and their demands differ from one another, then, if the small unions the greatest must be subordinate. Already from July 1 could apply the law.

For the GDL that would be a disaster: it is the railways in many occupational groups in relation to the EVG outnumbered. “The settlement is for the GDL therefore a realistic chance to get a degree for its members before the entry into force of the Law bargaining unit,” says Reinhard Bispinck, the collective expert of the union-Böckler Foundation. “That should be the main motivation that she sits back down at the negotiating table.”

Thuringia’s Economics Minister Wolfgang Tiefensee has a similar view. “The path indeed always stressed that it is not about going to her, to play for time”, the SPD politician who in 2007 even before taught in a deadlocked railway labor dispute says. In truth, however, they look “very closely at what happens in terms of bargaining unit law in the Bundestag”. Add

Klein does not want Weselsky anyway. With Prime Minister of Thuringia Bodo Ramelow (Left) he has, to put it mildly for GDL selected opinionated arbitrator for the negotiations. Its first order of business was entirely uncharacteristic of a conciliator, to insult the other side.

The railway strike may therefore be terminated. That it in the arbitration noiseless approaching than before, but is not necessarily to be expected

summary :. Claus Weselsky claims to have broken the strike, because it train the had come to meet. In truth, the Group does not fulfill its core demand remains. That the GDL boss nevertheless negotiated again, may be related to the law on collective bargaining unit: The GDL must obtain a degree at the web before it enters into force.
