The large-scale railway project Stuttgart 21 is completed is expected later and more expensive than planned. This emerges from documents that were handed over to the board of Deutsche Bahn (DB) by the Executive Board for consideration. Other risks associated with the implementation of the project as well as new regulatory requirements mean that the costs are rising again and the completion date delayed further.
As in the documentation is, on the advises the control committee on June 15, a start-up of the low station in Stuttgart and the new rail hub as planned in 2021 now unlikely. It must be assumed that a delay of a further two years, since the construction and approval processes of planning lag. Overall, the cost increases to 623 million euros. Thus, the Group is still in the overall budget, but all reserves are depleted. That is, the approved by the Supervisory Board and with the project partners, including the state of Baden-Württemberg and the city of Stuttgart, collusive budget of 6.526 billion euros will not be blown up. But the financial buffer that was formed for further uncertainties is consumed.
At the start of the actual work, new problems and thus further risks are encountered, it is in the documents. Due to new government regulations, the plan approval process would delay, this would produce deadlines and additional costs in the amount of 166 million euros. This involves primarily the Filderstadt Bahnhof, an under Stuttgart 21 planned mainline and regional train station on the premises of the airport and the exhibition company in Leinfelden-Echterdingen. Since one and a half years, the approval process for a third track at said station would now continue.
As with the major airport BER in Berlin is also near Stuttgart 21 fire protection problems. The firefighting concept for underground main hall needs to be changed again. First, the nearest fire stairwells had demanded in the middle of the platforms, the 90 instead of 30 minutes fire resistance – and that is not to the hall evacuate in time with 16,000 passengers to be able, but to fight from there fire sources can. Meanwhile, the concept provides for the escape routes to use the tunnel entrances and outputs of the station before. This has the consequence that the main hall had to be rescheduled, especially statics, which would cost 78 million euros.
The tunnels become more expensive also. The ground of the region around Stuttgart is difficult for the Röhrenbau. In rocks there is often the mineral anhydrite. If penetration with water it swells, which can have an impact on the nature of the tunnel tubes. The method of tunnel construction, which was initially proposed and selected by a renowned scientist is outdated due to new findings. The same scientist whose proficiency is further undisputed, now recommends a new structure in order to increase the robustness of the tubes. You should receive a more solid foundation and ceilings up to 25 feet long lances derive Infiltrated water from the tube skin. That, and the change in forecasts suggest with again with 144 million euros.
Again more expensive is also the environment, specifically the protection of animals. 10,000 lizards need to be implemented by the site in a new habitat. To protect the trees on the site, where hermit life, is built underground to the affected areas in order to avoid precipitations. The price is 45 million euros. Stricter noise requirements cost around 65 million euros. “Others” are a further 125 million euros listed on other risks – for this sum, the Supervisory Board and the project partners are expected particularly interested
The relationship between the city. and the state government under the open-Minister President Winfried Kretschmann is indeed much more relaxed than at the beginning of his tenure. The Greens had been in replacing the decades-CDU-dominated government of Baden-Württemberg’s prime target, the major project Stuttgart to tilt 21st Still, the project partners who fought fiercely for the distribution of costs, not aware of the new risks and the foreseeable delay. That will happen only after the train Supervisory Board advised on the new state. The fact that the major projects is still got blown off, is virtually impossible. The Greens in the city of Stuttgart and in the country have given up and cooperate with the active opposition against Stuttgart 21st The Railway Board and the federal government are further behind the project. In addition, the construction works have started.
